Appointed by Mogul Stud as Project Manager, Tenancy Co-ordinator and Superintendent APG managed the feasibility, design, authority approvals, and construction delivery of Mt Carmel Village Shopping Centre from concept to completion. Leading a team of consultants, APG managed the planning permission process, progressing through the Land & Environment Court that eventuated in a Development Consent. APG then managed the design through to a detailed tender package, tender and contractor appointment. Following appointment as the Superintendent, APG administered the building contract through its 20-month programme, achieving all cost, time and quality outcomes for the client.
Early resistance from council meant planning permission proved difficult and required sharp consultant co-ordination and key stakeholder management. Further challenges were met in construction, where issues like COVID-19, labour shortages, pricing increases and weather patterns meant as the Superintendent APG were constantly engaged in challenging contract administration and dispute resolution.
Featuring 32 specialty tenancies and majors in Coles and ALDI, this premium shopping centre boasts impressive elements including the ‘Eat Street’ dining precinct, a medical centre and play equipment for children featuring an interactive water feature. In addition, the centre has a 600kW Photovoltaic system for power generation which is fed into an embedded network for distribution to the tenants. The solar panels for the system are located on both the roof of the centre and on the shade structures in the carpark, ensuring that the building is designed for the future.
